Of all the sub-constructs at I23 the Syndicate Exchange is the most public one, it is also the smallest. It features two venues for all people of the construct to socialize and unwind at. Outside the construct there's the Café Alessi, a pleasant Italian style espresso with designer furniture and only the best Italian coffee. From there the small park on the sofly sloping hillside can be overlooked and in the evening the patrons may savour the sunset. Inside there's a bar called Wood's which features a wide array of high quality drinks and also a selection of authorized recreational chemicals produced by the Progenitors. The café and the bar are also used as exhibition areas for the stylish creations of the Syndicate Media Lab inside the construct. Video animations, computer graphics and hologram projections by the most creative media designers of the Convention are on display on flatscreens alongside the constant flow of information that can be sampled here as well. World news from all major TV networks, stock tickers and economic reports are running 24 by 7 for both the patrons and te staff. Inside there's the Media Lab itself where TV commercials, subliminal ads and manipulative computer animations are produced by the tireless Media Control specialists of the construct. The two upper levels of the surface building only contain offices and living quarters of the Syndicate employees upwards from the lowest Providers to the leading CEO's suite.
Located just below the Media Lab is the Exchange which lends it's name to the sub-construct as a whole. Here the information flows freely and with abundance. Connected to all the major stock markets around the world, this large facility offers all the means Syndicate brokers need to do their market controlling and manipulating. Two other sub-levels are beneath the exchange. Those are closed to all but the leading officials of the Syndicate and the members of SPD. Design laboratories for Q Division and high security production facilities and other work areas for the elusive Special Projects Division are located down there.
