From it's location at the apex of the crescent that is the I23 Construct, the NWO Institute and it's main building is like a watchtower from which all of the construct can be viewed. Inside the architecturally appealing structure, layers of hallways, lobbies briefing rooms and offices seem to be laid out like a maze that is both above and below the ground. The outer reaches of the building are easy to navigate through - helpful information systems can be called upon everywhere to tell you where to head next Security here is generally unobtrusive and subtle. People tend to unconsciously avoid areas they're not supposed to be in and the ever helpful interfaces set into the walls readily point out the correct route in case someone 'accidentially' gets lost. Generally speaking, those outer layers of rooms are done in pleasant designs and comfortable seating arrangements invite to settle down for a moment and engage in casual conversation with the ever friendly people staffing this building. Many secrets have been revealed unknowingly to NWO members in such conversations and most people tend to forget afterwards what they talked about. It's been only smalltalk anyway.
Deeper inside the construct, the chance of getting lost increases. Few ever deviate from the path laid out for them and fewer still reappear in case they do. The upper levels of the main structure contain the offices of the Intelligence Analysts the Gatekeepers and the Lensmen. The top floor hosts the large conference boardroom of the Symposium. On the groundfloor and the first two sublevels living quarters briefing rooms and offices of the NWO burocrats dominate. Undergroud a veritable maze of computer rooms, virtual reality simulators, training facilities, storage rooms and the dreaded interrogation chambers of PsychOps are located off winding corridors and hallways. Below that maze even deeper underground (and not really on this world anymore) is the massive Interlink Facility.
